Full thickness incision in the lower edge of the tarsal plate will allow you to dissect easily conjunctiva from retractors. Perform an advancement of them over the anterior surface of the tarsal plate.

I use to perform this technique lower eyelid entropion with little
horizontal lid laxity. The principle of this procedure is to split the
eyelid transversely to create a scar barrier which prevents the upward
movement of the preseptal muscle. This combined with everting sutures
which shorten the lower lid retractors and transfer their pull to the
upper border of the tarsus.Full thickness incision in the lower edge

For lower eyelid retractors weakness I use to perform this technique
where the retractors are exposed via a skin approach, shortened, and
the sutures used to create a barrier to the upward movement of the
preseptal muscle.
